Account lockouts constantly since we moved to a new location.

Tech-Archive recommends: Fix windows errors by optimizing your registry

We are running Windows Server 2003.

We moved about 3 weeks ago and switched to a new ISP provider which in turn
gave us new IP addresses. Since we've moved we been experiencing numerous
account lockouts....
Is there a resolution? Has anyone else experienced this?
