Admin can't change time?



I have set up a W2K3 Ent server with AD and I can log on with a laptop I setup.
I have logged on with a user that is part of the administrators group, but I am unable to change the time on the laptop, or do other features you would expect an admin to ba able to do.
Anyone know why?
