AD Security

Hello, I'm wondering if anyone knows how I might be able to
"physically" secure Windows 2003 active directory. I would like A/D
object changes to be made only from a secure central location. We have
some techies that have installed Win XP A/D Administration Tools on
their desktops. Ideally, we'd like them to go into a semi-supervised
room to make those A/D changes. Thanks in advance for any
suggestions....
