tricky to opine without access on this one, but repadmin /showreps or
replmon (both in the support tools install), could both allow you to identify
exactly what the forest root is trying to replicate.
Once the first DC in the forest is upgraded, two new naming contexts /
partitions are created, dc=forestDNSzones,<Forest root> and
dc=domainDNSzones,<forest root> (where <forest root> = dc=acme,dc=com, for
example). It may be that it is trying to find partners for these.
