Going postal. Please help a noobie admin :( re: unable to run cmd or access hotmail!

Hi
Please pardon my ignorance , i am a noobie in training.
I was playing around with roaming profiles on the server and pointed a
few accounts including the admin account to a single profile. During
the next reboot, the new roaming profile worked, so I was happy.
However, when I try to attempt at running CMD from the taskbar, I get
" your system admin as disable this feature "
I have checked and rechecked all policies to the domain , computers
and users and for the life of me I cannot figure out where I can re
adjust this so I can access ms dos. BTW , I am logged in as admin.
the other very weird thing, I am hoping that some of you guys have
seen this issue.
I cannot access hotmail. This occurred right after the roaming
profile created a new desktop for me etc..
When I first attempted at reaching hotmail, I got an error with
something to do with java script needs to be enabled. I checked the
internet options and somehow it was set to HIGH. I never set this. I
try lowering it down to medium but it wont let me. ( i am running xp
pro on the desktop )
So I went to the custom level and practically enabled everything
there. Now I can get at least to the part where hotmail asks for your
username and password, however when you press enter all I get is a
blank page without any errors! again, this happeed after I played
around with the roaming profile! I dont know why this has occurred! no
idea! the internet settings somehow were set to the max! and cannotbe
lowered. ( BTW I have checked my hotmail account with another
computer not joined to this domain, and the account works fine )
