Building 2003 AD Domain - Any way to create user accounts in bulk?

Currently building a new AD domain in 2003. Rather then export the user
accounts from the old domain, it has been decided we will re-create from
scratch. Our user name/email convention is changing, and there are some
issues with the current domain, so re-creation looked like the best option.

So...is there a way that I can speed up the creation of user accounts?? I
guess the best way is just to create a template of a generic user, and then
copy.
