permissions for users to access a local directory

hi
we have a windows 2003 domain controller and XP clients.. there is a program
installed on the server which users on the client machines should be able to
run.. the cients simply double click on a shortcut on their desktops to run
this program; the shortcut links to an EXE on a share on the server.. when a
user double clicks the shortcut, the EXE starts running and as part of its
functionality, it has to create a folder on the local C drive to copy some
files.. the users should also have access to this local folder as required by
this program..
i've tried creating a new 'unrestricted' path in software restriction
policies for the local folder, but not with total success..
my main requirements are
1)to allow the program to create a local folder on the client PC whenever
the program is run by a user,
2) and to grant users access rights to this folder..
some of our PCs have fat32 partitions, so will there be any way of giving
'permissions' to a folder on these hard drives? we have over 300 PCs so i'd
like to implement a solution purely through the server without having to
visit each PC.
i'd be grateful if someone on this forum can provide some help.
