You can take away the permissions to delete. This will stop a move (but not
a copy).

Windows doesn't do this natively. There might be third-party products that
can do this, but I don't know.

You can enable auditing of object access and then configure the SACLs on the
folders in question to log specific events. You configure Auditing via GPO.
