Cant create a user in Active Directory for Win2k3



I have been trying to create a user in Win2003 Standard Edition with SP 1.

I get this msg:
Windows cannot set the password for <user> because:
The password does not meet the password policy requirements. Check the
minimum password length, password complexity and password history
requirements.

I have tried to disable all items in the password policy and still no effect.

Can someone please tell how can I create a user properly if I was doing it
correctly or is there a work around to create my users.
