I have been trying to create a user in Win2003 Standard Edition with SP 1.

I get this msg:
  Windows cannot set the password for <user> because:
  The password does not meet the password policy requirements. Check the
  minimum password length, password complexity and password history
   requirements.

I have tried to disable all items in the password policy and still no
effect.

Can someone please tell how can I create a user properly if I was doing it
correctly or is there  a work around to create my users.

Hello JC,

you need to change the password requirements in the default domain policy (not default domain controllers) or a GPO also directly linked to the domain. Make sure that you keep the policies activated, but reverse the settings, e.g. put the minimum length on 0, disable complexity, a.s.o.
