Well, the first thing to check is that that policy is in place and that the
permissions are sufficient for you to access it (Authenticated users read
and apply).

That location is a GPO, and the error is generated because you cannot read
the GPO.

This is probably a DNS issue. Note that the path contains your FQDN and not
just the NetBT name of the domain? Another possibility if that the Dfs
client and/ or NetBT helper services aren't running.

Have a look in the event logs for other scecli and userenv errors and post
them here after running them by www.eventid.net
