why recommend multiple forest structure

Tech-Archive recommends: Fix windows errors by optimizing your registry

I came across a microsoft white paper in which they explained that Microsoft
is recomending the multiple Forest structure because they do not always
consdider a Domain a security boundry. Now I a can not seem to see this
article.
Does anyone know where I could find this
