I believe this is a suggestion. As long as you prep the forest, then you
can upgrade any domain you wish and in any order. I too have done this in
VM world -- no problems ;-)
As far as I'm aware, it is only recommended to move the DNM to a 2003 DC for
the new application-partition DNS zones. This isn't a requisite; you can
use what 2003 calls legacy AD-Integrated zones. The OMs can reside on
either 2000 or 2003 boxes --no problem.
