I can't see all of this thread, so may be duplicating another suggestion
here. If I am, I apologise.

Windows XP and Server 2003 have a local group called Network Configuration
Operators. Adding a user to this group allows that user to modify TCP/IP
settings.

You can use a startup script (utilising net localgroup) or the Restricted
Groups GPO settings to implement this across your infrastructure.
