Install Software via GPO

Tech-Archive recommends: Fix windows errors by optimizing your registry

I have a Win2003 domain setup correctly and have OUs for users. I want to
use GP to install software on PCs in domain but not sure whether to create
an OU and drag all PCs into it removing them from computers container.

I could create a GPO for the COMPUTERS container, but kind of wanted the
flexibilty to decide if some PCs get the software or not. Any ideas?
