Regardless of the diagnostics, this still sounds like a hardware and/ or
driver problem.

For example, certain Netgear Wireless cards cause this exact behaviour with
VIA chipsets...

If the diagnostics are good, you need to start looking at what h/w could be
conflicting. Start by searching the web with details of your hardware
devices. Then try removing some of them.

Have you added anything to this server? Or has it come like this? If it's
come like this, send it back. Dell are pretty good with warranty...
