In the past, when I've had to do this, I've granted a group logon locally
access and made users a member of this group. I then gave them specific RDP
shortcuts that load a specific app. This way, when they close the app, the
session is logged off.
Also, just because they have logon locally access doesn't necessaily mean
they can modify the directory; they will still require permissions on the AD
which normal users don't have by default.
