According to this, /registerdns won't work and you need to do a /release and
then a /renew

Just tested a second workstation for a static ip to see if dhcp is the 
cause...
did a ipconfig /registerdns after setting the static ip and got the
following in the eventlog
a static ip didn't make any difference either.

server failed the update request. The most likely cause of this is that the
authoritative DNS server required to process this update request has a lock
in place on the zone, probably because a zone transfer is in progress.
Any idea why it's being sent to 192.1.1.1
