Alan,
To state the obvious, you are having connectivity issues. What they may be
contributed to can range from DNS, NetBIOS, MasterBrowser to network related
issues. I would start with DNS. Run DNS diagnostics to ensure that your DC
is registering all addresses (netdiag /test:dns) and you may also want to go
through these steps:

Additionally, parse the event logs to see if they offer any more help.
Based on your dcdiag output, replication is suffering, so I would also
perform some checks using repadmin (

). Use NLTEST to test your masterbrowser (nltest /dclist:[domain name].
If there is still nothing, move on to physical connectivity, using IP config
and nbtstat
