I can see where WINS won't be needed if the OP's network environment is not
segmented. But he didn't mention if it was or if it wasn't.

When an NT BDC attempts to open User Manager for Domains or Server Manager
it has to resolve a special NetBIOS domain name 1B name entry registered by
the PDC of the domain identifying it as the DMB or domain master browser
because (to the point of view of the BDC) only the PDC (which may in fact
physically be a Windows 2000+ PDCE) holds the only writable copy of the SAM
database. Without WINS or Lmhosts, I just can't see how a legacy NT machine
will locate other NetBIOS resources on segmented infrastructure. Single
subnet, then I agree, no problem. The legacy NT machines (such as the BDCs
in this case) will broadcast the query and hopefully receive a reply.
