ALL windows 2000+ computers have system state so this doesn't really mean
you have or haven't promoted the server. The easiest way to check to see if
it was promoted is to go to the domain controllers ou and look and see if
the server is in there.

If you want to have this dc be the big guy in the forest read the following

You should also think about it being a GC

Before you start messing around with AD be sure you understand what you are
doing. If you aren't sure you understand you could do more damage than good
if you make an error.
