Both are applying. If you only want one to apply to some users and the
other to other users either move the users to a different OU and link one of
the GPOs to this OU, or use filtering:

I have two GPO's that I'm pushing out to a OU.  I have a user called
"usertest001".  On that OU the two GPO's are set for the following:
1. Restricts a set of exe's from running (winword.exe, excel.exe,
ypager.exe, icq.exe, setup.exe, install.exe)
2. One EXE (iexplore.exe) is kept from running
I have moved one above the other and back and forth and the only one
that works is the GPO that restricts the large list of EXE's.  I thought
that if I choose the "Create and Link GPO" and add it to the OU, it
would work.  What am I doing wrong?  I want the two GPO's separate.
