This is usually one of two things.
1. The RUS is processing slowly or not at all. RUS stands for recipient update
service, it is responsible for stamping objects so that they become mail or
mailbox enabled. You can easily check this by looking at the AD object and
checking to see if it has been stamped with proxyAddresses and mailbox Guid and
other attributes. If it hasn't, the RUS hasn't gotten to it, if it has the RUS
did get to it and it is something else.
2. People using Outlook 2003 with cached mode often have a cached GAL. Disable
caching and see if you see it sooner.
