Help with Sites and Services Configuration

Hello Guys,
I am setting up a pure Windows 2003 Active Directory network across 52
sites. Each site will be configured as an additional DC with a GC at each
site. My problem is that we currently have multiple VLAN's per site. 1 for
Servers and 2 for Workstations. Can I assign more than 1 subnet to each Site ?
For ex. Site 1 has the following Config
10.1.1.0/24 Server Subet
10.1.2.0/23 Workstation Subnet
10.1.4.0/23 Workstation Subnet
Would I have to Create site called "SITE1" create all 3 subnets and
associate them to that site I created ?
