Frozen screen after login on client

Sorry, this is a newbie post.
My network administrator installed my dc and 2 clients. Then, he left and
is unreachable. I have since installed 3 more clients. On his clients, user
logons work fine.
On the clients that I configured, when I log on, it "applies computer
settings" etc...
However, right you hear the "windows tone", it freezes and shows an
hourglass, and no desktop icons appear.
Interestingly, when I hit cntl-alt-del, I can change my password and
re-logon under a new password. Then, it works.
Also, if I "shut down" the computer and manually restart the computer, it
works. But, if I just "restart" the computer, it doesn't work.
Again, this freezing only occurs on the computers that I configured and
occurs with all users.
