as mentioned in another post, you should use groups instead of single users.
Also, there's usually no good reason, to grant your users Full Control on
any folder => instead it should be sufficient to grant them Modify
permissions on C.
No, the inherited read permissions from the root will not prevent your users
to change stuff on C (inheritance is "additive" - it get's somewhat more
complicated if you work with Deny rights, but in your case this should work
just fine).
Beware, that if you've just created a new group for your "other users" to
grant those special rights on C, then your users will first have to logoff
and logon to be members of that group and then they should be able to edit
stuff in C.
