I have a couple of questions regarding this issue.
What is the meaning of "They both have the same domain name" ? Do you mean
you have two domains with the same domain name and they can communicate
with each other; or they are in the same domain, the win2k3 is DC and win2k
is a member server?
It is strange if two DCs have the same domain name and you cannot create
trust relationship between them. As Jimmy has stated, you need to demote
the Windows 2000 DC to be a member server, join it to the Windows 2003
domain and then promote it to be a backup DC.
I notice that you mentioned the Windows 2000 box cannot ping through the
Windows 2003 box, if Ping is not successful, what is the response,
"destination cannot be reached" or "time out"? This issue could occur
because of the firewall or the IPsec policy on win2k3 machine, which has
blocked the ping package. Please check it.
