How do I enable a locked screensaver policy through Windows 2000 Active Directory

I am in the IT department of an organisation that has Windows 2000
servers, with 2000, NT, and XP clients. We use Active Directory, but
for some reason the screensaver policy is not effecting certain
departments, when it should impose this control on all computers. The
existing policy was setup by my predecessor and I have no idea how to
do it myself. Can anyone point me towards a walkthrough on how to do
this centrally through AD? At the moment it is a serious security
risk, as people are wondering away from their PCs for lengthy periods
of time, and their workstations remain unlocked.
