Global Groups or Domain Local Groups

We have a new Windows 2003 AD, and we have already created all departmental
OU's.

We are in the process of assigning group policies, but need to know the
following, with any particular reason.

1. Should we create Domain Global Groups in each OU or Domain Local Groups
in each OU, of which we will then add the users for all respective
resources.

Which is best practice/method and why!!!! G groups or DL groups
