Well, not necessarily. If it does come up after that...

The message is often fake. Winlogon puts it up whenever it sees that AD
takes longer than usual to start. The reason for that is often some other
service slow startup. For example, AD waits for dns client to come up before
it says it has started itself. Check eventlog for clues.
