Group Policy Error

When I click on Domain Controller Security Policy to open Group Policy I get
the following error message. Failed to open the Group Policy Object. You may
not have appropriate rights.
Details
The specified domain does not exist or could not be contacted

I am logged in as administrator and have full privileges. I even installed a
hotfix to fix 1030 and 1058 events occurring in my application log and
modified the registry based on the Article ID : 842804. Still cannot open the
GROUP POLICY.

What could be wrong?
