group policy proxy settings

i've created a group policy : internet explorer- enable proxy settings (name
of our proxy server and port number included).
First time a user logs in, the policy is working fine : proxy settings are
filled in.
If the user change these settings (disables, or make any changes in the 'lan
settings' of the internet explorer, the group policy doesn't overwrite these
local changes of the user the next time that he logs in.
If i make some changes to the group policy in Active directory, the next
time the user logs in, the policy will be applied 1 time correctly, but the
next time he will make some changes, the group policy don't do what it
supposed to do.
Can anyone help me ?
