how to make the Addtional DC to run like the Primary DC when the Primary DC fails or downs

I'll tell some detail informations of my problem in order you can help me as
the following :
1. Now, I install the main DC on the first servers (A.CKDA.com). It is root
Domain Controller for all Workstations at my company log on with users is
created by serve A(Workstations contain Win2000 professional, WinXP
Professional machine). The server A contains some policies, Users and Groups
Database, Files and folders Permission and Securities on Windows 2003
server.
IP address of this server : 192.168.1.2, DNS Server is running on A server,
type is "Active Directory Integrated" I use "Secure Updates" for DNS. -IP
DNS: 192.168.1.2 for all Workstations on my network use. (DHCP at my company
is static, i don't use the DHCP server on A)
2.Then I setup the Windows 2003 server on the Second Servers. I promote this
server as "Additional Domain Controller" -B.CKDA.com in order to make
redudancy and backup Server for the first Server (A.CKDA.com) when the first
server fails or crash (I mean "redundant,,when the A server fails or downs,
The B server runs like A server's function And All workstations on my
network can also log on to Domain "CKDA",,they still access sharing
resources on all other workstations or B server like when they often
accessed when "A server" is running. Of courses, I'll move all resources
files, folder on A server to B server and setup the file, folders permission
on B server like A server).
. I also check the replication database AD between A and B server with
"replmon.exe", it's ok. The B Server doesn't have DNS server. But I wonder
do I need an "DNS Server" on Server B when Server A crash? I configure the
TCP/IP on server B and all Client Workstations as the following :
Server B: -TCP/IP : 192.168.1.3
-default Gateway : 192.168.1.2
-Preferred DNS server: 192.168.1.2
On Client Workstations :
-TCP/IP : 192.168.1.x
-default Gateway : 192.168.1.2
-Preferred DNS server: 192.168.1.2
3.When the First Server A crash or down or doesn't working. I know I must do
some actions or changes to make the server B to run like the server A's
function but I don't know how to make it. I change the TCP/IP on Server B
and all Workstation as :
Server B: -TCP/IP : 192.168.1.3
-default Gateway :
-Preferred DNS server:
On Client Workstation :
-TCP/IP : 192.168.1.x
-default Gateway : 192.168.1.3 (point to IP of Server B)
-Prefered DNS server: 192.168.1.3 (point to IP of Server B)
In this case, all the workstations can log on to CKDA domain, but when one
of workstations access to the other workstations or server B for using
Sharing Files and Folders Resources, the error occur "there are current no
log on server available to service the log on request"
And when Server B enter "AD Users and Computers or AD sites and Services" ,
the error display : "Specify domain either does not exist or could not be
contacted"
I think servers B cannot have the "netlogon" services of Server A in order
all Workstations log on to and can access the resources on Server B or all
other Workstations. And What must I do in order the Server B can run as the
Server A's function or the Server B can be Backup Server for Server A when
Server A down?
