Be sure you install the Win2003 tools on the XP regardless of whether it's
AD1.0 or AD1.1.

The Win2000 machine can use either the 2000 or the 2003 adminpak.msi.

install adminpak.msi from the Windows media or download it from 
microsoft.com.
This will install all the AD admin tools and extras.
