another question on PDC

I work in a network that has 2 windows 2003 with
active directory set to windows 2000 native.
the problem is that comuters don't synch their time with the domain. the PDC
is ok in the network but results from the dcdiag says its down plust no good
time server found on the network. I am totally confused if my PDC emulator
is up why dcdiag cannot recogonize it. something makes it even more complex
is that I can successfully transfer PDCE role between my DCs and I can query
the pdc using netdom and ntdsutil both of which return correct answer. what
is the problem then? I checked the windows time servcie it is running on
both of the DCs
still no computer can receive time from the domain automatically. I can only
synch them manuallly with net time \\dc1 /set /y
does anybody have any idea????
