Error resetting passwords in AD

Recently I am unable to reset passwords in AD for WIndows Server 2003 using
the Windows 2003 Adminpack tools- AD Users and Computers shortcut in CTRL
Panel > Admin. Tools.
I receive the following error:
"Active Directory- Windows cannot complete the password change for Username
because: The system cannot find the file specified."
I've been using the adminpack tools for years now and this just started
giving me a problem. I tried re-installing the adminpack tools but still the
same.
