Sites and Site Links

Could someone please try to help me understand this?

I have a network with 3 locations, but a single domain.
  
DC/GC server in each location
loc1 and loc2 are connected by a vpn connection
loc1 and loc3 are connected by a vpn connection
(hub spoke design)

all threee locations are seperate sites
all the sites are part of the defaultIPsitelink

I am having 1311 replication errors on loc2 trying to
contact loc3 (i see the connection object between these
two sites and they are not directly connected)how did
this happen?

I thought these links were supposed to be transitive, but
then why the 1311 errors?

Do I have to turn off site link bridging since my network
is not fully routed?

How many site links should I create?
