Hey Sagi,

This is a permissions issue on the registry. A simple way to fix it is to
put the user in question in the power users group.

If you are trying to run in a "locked down" desktop environment, you can
change the permissions on select registry keys to open them up to change from
a general user.

Which ones? I don't have the info right at the tip of my fingers, but I have
done it in the past for a client rollout. I'll see if I can dig it up.

If you want, you can figure it out yourself by using a tool like RegMon from
sysinternals. It's a powerful tool that tells you what registry entries are
being touched by various processes. It's invaluable in the creation of a
managed locked down environment.
