Printing issues with some network printers but not all

When trying to add a printer (hp4300 & xerox 8400) as a
user on my network from a Windows XP box only I (they)
receive an error message that states. " A policy is in
effect on your computer which prevents you from
connecting to this print queue." When I searched the
knowledgbase I found article #319939 which defines some
possible fixes however they did not work. Now let me
explain I have recently migrated to active directory 03
from 2k and suffered many weird domain issues as a
result. I believe the reason for this has to do with the
default domain policy from 2k to 03 but I am confused as
to why the same machines can print to any other printer
on the network, and other (2k) machines can print to the
4300 and phaser? Please help I am scrambling!!!!!!!
