Empty Root, Peer-Root, and/or Placeholder Domain

I'm putting together a plan to upgrade from WinNT 4.0 to Windows 2003 AD.
We would like to use an empty root domain (also known as Peer-Root and or
Placeholder Domain) model. However I think I ran into a snag. I am
planning on upgrading from NT to 2003, NOT migrating to 2003. This way we
would not have to reconfigure the some 200 workstations to join the new
domain and worry about profiles and permissions.
However I think the snag is that after I upgrade to 2003, that 2003 DC
domain will be the root domain containing all the users from the old NT
domain. I guess I could then create a child domain and move all the users
into it but now I'm faced with having to reconfigure the workstations. Am I
correct in this assumption? Is there another way?
