SP2 and AD

Ok, so I've missed something.

I had a W2K network (only W2K SP4) running with a W2K Adv. Server DC.
 From what I've read I thought that all I had to do was update the
gpedit tool on the DC and then join a XP SP2 machine to the domain to
get the new policies.

I've done that (in order of : built a XP Pro laptop, then added SP2,
then added PC to domain). But non of the new policies that come with
SP2 look to be in the GPOs. What did I miss? A reboot somewhere ?
(laptops been rebooted twice now). Do I need to re-add system.adm etc
again or something ?
