Problem with adding BlockXPSP2 adm to a GPO

When I try to add this to the administrative templates
part of the Group Policy. It doesn't show up under
Windows Components\Windows Update. This is a Windows 2000
Domain in Mixed Mode. I was doing this on a DC. Does
anyone have any idea on why the adm is getting ignored in
the GP Editor?
