users can't change their passwords

I've just had a new wrinkle, users are getting a dialog
box when trying to change passwords in XP clients: (DC
servers are win2k and win2k3)

"the password for this account can not be changed at this
time".

I can change it for them at the AD U&C console, and they
can log on fine. No other issues, everything else is
working...

Ideas Please ?
