Replication Monitor error

I am getting an error when trying to add a "monitored Server" to Active
Directory Replication Monitor.

AD config:

Empty ROOT with 2 Dc's

Production domain with 3 DC's

currently all DC's are in same site.

I installed a new DC in a new site in the production domain. I can monitor

the new server from replication monitor on any other DC in the production

domain. When I try to monitor the server in replication monitor from a DC in

the root domain I get the following error:

"The Server could not be contacted or you had insufficient permissions to

read the status of the server."

I can monitor any other production domain DC with replication monitor from

the root DC's

from the root DC's I can ping by name the new DC

nslookup resolves the new DC name

All replication appears to function correctly.

Any insight would be appreciated.
