You don't need a DC, although standard design dictates it best to have at
least one DC and GC at each site.

The changing of the passwords and browsing are probably separate.

The reason you can't see the machines is because there isn't a master
browser. The nethood is populated by the various browse masters throughout
the domain -basically you have one master browser per site, and several
secondaries. The PDCE, by default, is the domain master browser. You can
force a machine to become a browser by modifying some registry keys; by
default, machines have an election.

Search www.microsoft.com for info. on the browser service.

Also, check to make sure that you do have NetBIOS over TCP/IP enabled, the
NetBT Helper Service is running, and that the necessary ports are open on
the networking device between sites.
