Though your question is not that clear based on the complexity of your environment, let me try to help you. There are few items you need to consider for planning the migrated Windows 2003 network.

1- How many Domain Controllers you have in your network.
2- How many of them required to be migrated that depends on the amount of valuable data in these DC's like users, groups, etc etc.
3- What is the connection type over the WAN?
4- number of users at each location.
5- Resource servers in the entire network and future planning for their avialbility to the users in windows 2003 network.
6- Number of domain names to be registered.
7- DNS architecture

and so on, that will definitely help you to move in a successful process to make this project success. I will suggest you to please read some MOF documents that will help you in this project as well. (http://www.microsoft.com/technet/itsolutions/techguide/mof/default.mspx)

About the site replication across multiple sites that is known as Intersite Replication, you may consider the following information.

1- It is scheduled traffic via IP or SMTP link.
2- In W2K3 it could be compressed or uncompressed, but in W2K it gets compressed automatically after 50K of data
3- It requires at least one bridgehead server at each location that is mainly responsible for replication activity and has to be DC
4- For multiple sites we can define Cost that prioritise the replication traffic.
