So first of all, no one has experienced this error
before? Isn't it odd that google has no info on it? Am I
the first to experience this?

Anyways,

I can ping the domain controller from the child domain
(PC#2) it pings back properly.

Running NSlookup from CMD prompt on child domain system
(PC#2) and on the domain controller itself gives the
following info:

C:\nslookup COMPANY.COM
DNS request timed out.
    time out was 2 seconds.
*** Can't find server name for address 10.10.10.10: Timed
out
Server: UnKnown
Address 10.10.10.10

Name COMPANY.COM
Address: 10.10.10.10

In network properties on the domain controller (PC#1),
the only entry for DNS is the IP# of the actual server
(10.10.10.10). There is no internet connection, local
network, no gateway.
On the child domain (PC#2), its DNS is pointed to PC#1
the domain controller, which again is IP# 10.10.10.10

Looks like it is a DNS issue. What is the next step?

In DNS manager on the PDC (PC#1), under forward lookup
zones there is the standard entries:
(+) _msdcs.COMPANY.COM
(+) COMPANY.COM

Under _msdcs.COMPANY.COM everything is in order from what
I can see:
(-) _msdcs.COMPANY.COM
   (-) dc
      (+) _sites
          _tcp
             _kerberos
             _ldap [0][100][389] root-pdc-01.COMPANY.COM

Again, this is a standard Active Directory install using
the AD Install Wizard. This should be an extremely simple
apple pie install here. Where is this RPC issue coming
from?
