Hi.
Is the DHCP behind or in front the firewall? check if the firewall is not
blocking the DHCP packets.
Is the DHCP in the same client's network? If not, you could need a DHCP
relay agent or a DHCP compliant router.
You can also use netmon and analize the packets that clients are recieving.
Netmon is free and an excellent troubleshooting packet tool.
