The dependencies for the netlogon service are server service and workstation
service are they running?

Yes, the server is pointed to itself. It does not have more
than one NIC card.
I ran the two commands and then when I went to stop and
restart netlogon, I noticed that it wasn't even running.
Obviously, that's part of the issue, I assume. When I try
to run it, I get an error that says:
"Could not start the Net Logon service on Local Computer.
Error 1068: The dependency service or group failed to start."
Any idea how to fix that?
