No. Password complexity requirements (as well as history, and change after
etc) are all set at the domain level only.
You should make it a "policy" that all staff comply with the required use of
complex passwords and enforce this my regular brute force cracking of the
passwords of the staff and any that fail to meet the mandated security
requirement are subject to a disciplinary procedure.
